Guys: shoes, can tell a lot about someone by looking at their shoes.
Then all the rest.
Girls: (I've worked in an underwear store so this hopefully doesn't sound too creepy) Bra and bra size. With one look I can often see the size they're using and the size they should use. Nothing worse than a badly fitted bra, ruins the whole outfit.

Depends on what clothes, but most people wear too small. Like people wearing too small clothes because they feel fat buying a large and so on.
Worse in the sense of how it looks or for your breast?

Eyes and then shoes. Total opposite ends of the body, I know.
I think a person's eyes can tell a lot about them, whether they're kind or not. And like Suzie said, shoes tell me about the persons real style.

Shoulder/upper back first. I like to see how the muscles work, and you can tell a lot about a person's lifestyle from their muscles. Then lips, then eyes.
Hair is up there too. And voice. Voice definitely.
