Physically, I like bones (collarbones, cheekbones, etc), symmetry, freckles.
Otherwise, I like sensing happiness in people. I think that sort of radiates outwards.
Intelligence, passion, and creativity are really attractive as well.

mental- someone who has gone through hardships and is not a victum because of it, creativity, and someone who is open and a good listener. physical- they have to be skinny, tall, have good fashion sense, a big nose, imperfect teeth, mixed ethnicity, wavy styled hair, a little mustache. For a girl- tall, skinny legs, small waist, skinny arms, pretty hands, diffrent facial feautures, dark hair, light skin, good style.

physically though it has to be beards.. big hobo beards.. i saw a guy in tesco today that had a fab unkempt beard and i kept peeping at him over the shelves

I like quirkiness a lot. I think not being afraid to be yourself is extremely sexy! Also, I love small imperfections like scars that tell stories about the person. A sense of humor is beautiful to me. The physical is very nice as well, but I love a great personality!

Also, taking care of yourself , like BATHING, and trying to look a little better
a swipe of mascara is okay here and there

Yes eccentricity is great.
But I think beauty is a vast umbrella word for many things. For example I find the most beautiful people (it a broad metaphorical sense) those folks who smile a lot. And a smile usually denotes happiness with life and good dose self-esteem/confidence.
I think beautiful people also do not hold tightly to any labels, they are not chameleons per se but just see the overuse of labels as not being too beneficial to society. I hate labels personally.
Physically it has to be people who look confident in their body type and style and have done the proper work to know what they like and how to make work on the in a way that is flattering, as opposed to doing to be different, alt, rebellious, or just plain weird.
