what do you guys think of them? how and when should they be worn? are they elegant or silly?

this has become so mainstream in the philippineas earlier this year that you could get them from everywhere.
i personally wouldn't wear them as part of my everyday ensemble, but maybe in photoshoots where you have a victorian concept or something, they could work.
and hey, if you really love them and can pull them off with your everyday clothes, why not? fashion is freedom :)

Not that there's something wrong with them but I don't like them very much.
I would leave those to the gothic lolitas and such.

I love them! I am currently making a mini top hat hair piece.
I think if they are done tastefully and not to excess,, they're great.
